The President of the Union of Criminalists and Criminologists commented on the tragedy in Khakassia, where a former convict who had been released from prison for a double murder again committed a murder (killed the whole family).
Professor of Lomonosov Moscow State University, President of the Union of Criminalists and Criminologists Igor Matskevich believes that the main reason for the tragedy in Khakassia and in general for all such crimes is the complete lack of control over previously convicted persons.
‘The district policeofficer, as I read, saved him from the local residents’ punishment. But, excuse me, at the level of common sense, the question arises: where was this district officer before? He saved the murderer from the lynching, and why did not he save the dead? What did he do?’ asked Igor Matskevich.
However, the criminologist complained that the modern divisional inspector is a ‘blown horse’ with too many duties in addition to the most basic ones, that is, supervision of law and order in the district.
He also participates in the investigation of crimes, he also works as an inquiry officer, he still has to be responsible for the proper storage of weapons and God knows what else. This is now one of the most ungrateful positions, according to Igor Matskevich.
In any case, local law enforcement agencies should have received information about the convicted murderer immediately after his release from prison, Igor Matskevich believes.
There are quite a lot of professional employees in places of deprivation of liberty who are engaged in this, in particular psychologists and many other specialists. I think there were a lot of such materials related to that perpetrator. And for sure, someone, maybe even one of their psychologists, said ‘look, it is necessary to establish supervision over him.’ — Igor Matskevich
Moreover, Prof Dr Matskevich believes that the local police own the data about the killer collected in prison.
Give you one guess what they did with this data. They put them on the back burner, because there is a turnover, some was released — and God help him; we are investigating specific crimes here. There are a lot of other things to do, a lot of papers that need to be dealt with. And they put it off until the thunder roars. — Igor Matskevich
The head of the Union of Criminalists and Criminologists also stressed that adequate supervision of potential repeat offenders and all those who have left prison in general is possible only with the participation of local residents. He said that in the Soviet years, the public was controlling themvery actively.
Not only the community hired former convicts, but also took patronage over them, almost interfered with their family life; there were even distortions. — Igor Matskevich
