Announcement of the winners of the Student legislative initiatives competition «New law»

On Wednesday, 20 May, the results of the Student Legislative Initiatives Competition «New law» were summed up in the format of videoconferencing based on the Zoom Platform.

The competition was organized by the Moscow Сriminological Office of the Kutafin Moscow State Law University (MSAL), the Union of Criminalists and Criminologists, the State Duma of the Russian Federation, and the Federal Budgetary Institution «Scientific Center of Legal Information» at the Ministry of Justice of the Russian Federation.

For announcing the competition results, the videoconference joined Igor M. Matskevich, President of the Union of Criminalists and Criminologists, Chairman of the Jury; Sebila Ya. Salamova, Head the Moscow Сriminological Office of the MSAL; Elmira I. Atagimova, Senior Researcher of the Department of Research and Educational Activities of the Scientific Center of Legal Information at the Ministry of Justice of the RF; Olga S. Rybakova, Senior Researcher of the Department of Research and Educational Activities of FBU NTSPI at the Ministry of Justice; Alexander G. Rednikov, Member of the Union of Criminalists and Criminologists.

The competition received more than 100 entries from participants from 30 regions of Russia (Moscow, Moscow Oblast, Krasnodar Krai, Kursk Oblast, Kirov Oblast, Saratov Oblast, Republic of Dagestan, Tula Oblast, Krasnoyarsk Krai, Kemerovo Oblast, etc.) and neighboring countries. 16 of them were selected for the final. Due to the current situation regarding the spread of coronavirus in the country, the third stage of the competition was held in the format of videoconferencing.

The Jury Members noted that in their works, students touched upon topical issues in various spheres of life: healthcare, social sphere, penal, administrative, procedural legislation, as well as matters of state security, critical information infrastructure of the Russian Federation, United Nations peacekeeping activities and many others. Based on the results of three selection rounds, the Expert Commission consisting of leading lawyers, legal scholars, and statesmen determined the best works.

The winner of the Student Legislative Initiatives Competition «New Law» became AlexanderS.Ilnitsky, a 5-year student of the Training Platoon № 3215 at the Krasnodar University of the MIA of Russia with the work «Improvement of criminal policy in the sphere of combating crimes committed using information technologies» (Scientific Supervisor: Evgeniy V. Gribanov, Associate Professor of Criminal Law and Criminology at the Krasnodar University of the MIA of Russia). The work scored 416 points.

The second place was shared by the works of two contestants, each of whom received 412 points. This is Daniil V. Sobolev’s work «Problematic aspects of the qualification of crimes under article 122 of the Criminal Code of the Russian Federation», a 4th-year student at the Kuban State University (Scientific Supervisor: Valentina N. Kufleva, Candidate of Legal Sciences, Associate Professor of the Department of Criminal Law and Criminology at the Kuban State University). This is also Kirill I. Nagornov’s work «Problems of legal regulation and law enforcement of placement in a closed-type specialized educational institution», a 4th-year student of the Law Institute at the Volgograd State University (Scientific Supervisor: Larisa N. Larionova, Candidate of Legal Sciences, Associate Professor of the Department of Criminal Law at the Volgograd State University).

The third place was taken by Albina Kostoeva’s work «Legal regulation of the fight against cyberterrorism», a 3rd-year student at the Kutafin Moscow State Law University (MSAL). The score is 408 points (Scientific Supervisor: Elena A. Antonyan, Doctor of Legal Sciences, Professor, Deputy Head of the Chair of Criminology and Criminal Executive Law at the MSAL).

The Jury members wished all the participants good health and further creative success.
