On 5 June 1992, the first stage of privatization in Russia (1992–1994), called voucher (or cheque) began. The beginning is connected with the adoption of a new version of the Law of the RSFSR ‘On the Privatization of State and Municipal Enterprises in the RSFSR.’ The course of privatization was accompanied by massive abuses and embezzlement, which resulted in an unprecedented increase in crime and, above all, an increase in violent crime and murder, including so-called contract killings.
